El pasado 27 de junio se celebró una jornada técnica que organizó la Comisión Europea para debatir con los agentes interesados las recomendaciones incluidas en la revisión del Reglamento Europeo REACH así como las acciones concretas de seguimiento.
Algunas de las presentaciones proyectadas durante la misma fueron:
– Eurometaux (Metals industry approach)
– CEFIC (REACHing out to SME’s with 2018 in mind)
– AEROSPACE PERSPECTIVE (UI: complex supply chains)
Las observaciones finales (ECHA) que se obtuvieron de la jornada son las siguientes:
Quality of registration dossiers
• NGOs are worried about the quality and call on ECHA, COM and MS to use evaluation and other, newer instruments and reduce use of animal tests
• ECHA has firm plans to seek quality improvement before, at and after registration using many ways
• Industry wants stability and simplification of guidance and tools for the 2018 deadline
• Enforcement should contribute to a level playing field in the EU
How to help SMEs?
• Most SMEs use consultants to register but have an interest in learning to be a REACH expert, a lead
• ECHA is willing to continue the DCG, certify consultants and train new lead registrants if industry wants this
• If most registering SMEs are not really SMEs, should the SME definition not be revised?
• The cost of letters of access are too high for SMEs, non-transparent: Commission considers Impl Act
• Helping all companies benefits also SMEs (Cefic)
Downstream users
• DUs need more support now (eg SDS overflow, DU CSR, mixture SDS, reclassification of mixtures)
• CSR/ES roadmap is welcomed
• Regulatory overlap is bigger than COM concluded says industry, so pls streamline
• Public-interest NGOs support the SVHC-Roadmap
• Due to complex supply chains, industry wants dialogue and lead-time before start of SVHC process
